How many times would he have to paint the number 8?

Answer: 20 times. (8, 18, 28, 38, 48, 58, 68, 78, 80, 81, 82, 83, 84, 85, 86, 87, 88, 89, 98).
If your answer is 19 , 11 or even 1900 then you might have made one of below mistakes.
If you have answered 19, then you might have missed number 88 where 8 would be painted two times.
If you have answered it 11, then you might have missed number 81 to 89 series where 8 comes 10 times. You might have count 8 only once.
If you have answered 900 then you should read the puzzle again, it says how many times number 8 would be painted on 100 apartments. John is going to paint number 1 on first apartment, 2 on 2nd, likewise 100 on 100th apartment. It is not 1 to 100 on 1st apartment and then again 1 to 100 on 2nd apartment.
